Dr. Paul E. Coakley brings over a decade of diverse educational leadership experience to his role as Superintendent of Multnomah Education Service District (ESD), a position he assumed in July 2021. Beginning his career as Principal of Hudson Park Elementary School in Rainier, Oregon, Dr. Coakley swiftly progressed to serve as Assistant Superintendent of Curriculum & Instruction in Rainier before transitioning to Centennial School District, where he held positions as Assistant Superintendent/Human Resources Director and Superintendent.

Throughout his career, Dr. Coakley has been a vocal advocate for equity and inclusion in education. He has not only led educational institutions but has also been actively involved in academia, serving as a Professor at Portland State University and as a Superintendent Advisor for the Oregon State Board of Education. His commitment to equity is evident in his participation on the Coalition of Oregon School Administrators Equity Board.

Dr. Coakley’s academic credentials include a Doctorate of Educational Leadership and a Master of Education in Curriculum and Instruction from Portland State University. He further honed his leadership skills through Harvard University’s Advanced Educational Leadership Program.

With a keen focus on removing barriers to student success, Dr. Coakley is dedicated to fostering authentic conversations that drive positive change in educational practices, outcomes, and cultures. His favorite role in education is his current position as Superintendent of Multnomah ESD, where he provides support to leaders across the region and ensures that marginalized student populations receive the resources and opportunities they deserve. Dr. Coakley’s vision for the community revolves around building trust, confidentiality, and rapport to facilitate meaningful dialogue and improvement.

Paul’s Story

I believe education should remove barriers and create opportunities for every student to thrive — regardless of race, gender, socio-economic status, or national origin. This belief has guided my life’s work. Every role I’ve held and every challenge I’ve faced has been driven by a deep commitment to building equitable systems where all students can succeed.

As the only African American male superintendent in Oregon, my journey to this position has not been easy. I’ve had to overcome obstacles, navigate complex systems, and learn from both setbacks and mentors. Throughout it all, I’ve kept students and equity at the center of every decision. Now, I see it as my responsibility to share my experiences with current and future leaders, while continuing to learn and grow myself.

Today’s students and educators face unprecedented challenges — from the lingering impacts of trauma to severe staffing shortages and burnout. Retaining and supporting educators is critical to student success. I am committed to fostering trust and providing coaching and leadership that help teachers and administrators thrive, which in turn improves outcomes for the students we serve.

My current role as Superintendent of Multnomah ESD is the most rewarding yet. I have the privilege of supporting eight component districts in serving students who need it most — including those in prison and hospital programs, alternative educational settings, outdoor schools, and gang outreach. We also work to strengthen equity-focused leadership and teaching practices across our region.

Each season of my career has prepared me for this work. Though the challenges are great, the opportunities to make a lasting impact are even greater. I am honored to be part of this journey and look forward to continuing to build more just and inclusive educational systems for all.
